关于防止荷兰低致病性禽流感传入我国的公告

 According to the notification released by WHO, the low pathogenic avian influenza epidemic disease occurred on farm at Noord-Brabant of Netherlands. In order to prevent this disease from spreading into China and protect the safety of animal husbandry as well as human health, it is hereby promulgated as follows in accordance with the Law of PRC on the Entry-Exit Animal and Plant Quarantine and related stipulations:

 

一、Poultry and products are not allowed to import directly or indirectly from Brabant, stop issuing License of Permission on Entry Animal and Plant Quarantine to poultry and products imported from  Noord-Brabant .

 

二、Poultry and products departed from Brabant shall be subject to a treatment of return or destruction since the date of promulgation.

 

三、It is prohibited to post or to be carried by passengers poultry and products from Netherlands and shall either be returned or destroyed once discovered.

 

四、In the transportation tools such as international vessels, airplanes or trains etc. passing by or staying in our territory, once the poultry or products are discovered, the treatment of sealing up for keeping shall be applied. Poultry raised by the transportation staff shall be well caged. Their swills and wastes can only be bio-safety disposed under the supervision of the inspection and quarantine authorities and shall not be cast away without authorization.

 

五、Poultry and products from Netherlands illegally entering our territory and captured by Customs and Frontier Defense shall be conducted treatment of destruction under the supervision of Inspection and Quarantine Institution.

 

六、Whoever violate the above stipulations shall be treated conform to the Law of PRC on the Entry-Exit Animal and Plant Quarantine.

 

七、All Entry-Exit Inspection and Quarantine Authorities, Animal Epidemic Disease Prevention and Control Agencies and Animal Sanitary Supervision Organizations at all levels shall coordinate closely in endeavoring a good work of inspection, quarantine and supervision.

 

This announcement shall come into force on the date of promulgation.

关于防止荷兰低致病性禽流感传入我国的公告

 

根据世界动物卫生组织通报，荷兰北布拉班特省(NOORD-BRABANT)一鸡场发生H7亚型低致病性禽流感。为防止该病传入我国，保护我国畜牧业安全和人体健康，根据《中华人民共和国进出境动植物检疫法》等有关法律法规的规定，现公告如下：

一、禁止直接或间接从荷兰北布拉班特省输入禽类及其产品，停止签发从荷兰北布拉班特省进口禽类及其产品的《进境动植物检疫许可证》。

二、自本公告发布之日起启运的来自荷兰北布拉班特省的禽类及其产品，一律作退回或销毁处理。

三、禁止邮寄或旅客携带来自荷兰的禽类及其产品，一经发现，一律作退回或销毁处理。

四、在途经我国或在我国停留的国际航行船舶、飞机和火车等运输工具上，如发现有来自荷兰的禽类及其产品，一律作封存处理。其交通员工自养自用的禽类，必须装入完好的笼具中，其废弃物、泔水等，一律在出入境检验检疫机构的监督下作无害化处理，不得擅自抛弃。

五、对海关、边防等部门截获的非法入境的来自荷兰的禽类及其产品，一律在出入境检验检疫机构监督下作销毁处理。

六、凡违反上述规定者，由出入境检验检疫机构依照《中华人民共和国进出境动植物检疫法》有关规定处理。

七、各出入境检验检疫机构、各级动物疫病预防控制机构、动物卫生监督机构要分别依照《中华人民共和国进出境动植物检疫法》和《中华人民共和国动物防疫法》的有关规定，密切配合，做好检疫、防疫和监督工作。

本公告自发布之日起执行。
