Consultation carried out between China and Philippines on inspection and quarantine of fruits

中菲就水果检验检疫问题进行磋商

(News from AQSIQ)  The Philippines plant quarantine delegation visited China on May 22-25, 2012. Talks were carried out between officials of AQSIQ and the experts of the Philippine delegation. Inspection and quarantine problems recently occured in the imported fruits from the Philippines were underlined in the talks.

AQSIQ introduced inspection and quarantine procedures for the import fruits from the Philippines, displayed pictures of pests brought in by the Philippines fruits checked out at various ports of China, notified information on handling of the fruits bearing pests including returning or destroying. AQSIQ indicated that such way of doing was in conformity with rules of the WTO and standards of the FAO, the aim was to prevent afferenting of quarantine pests into China, to protect safety of China's agricultural production and human health and to protect China's  ecological security.

The Philippine side expressed understanding on measures taken by China and invited a Chinese delegation to visit the Philippines for investigation and pre-inspection. AQSIQ expressed that no delegation is to be sent to the Philippines at the moment. Regards the the proposal put forward by the Philippine side that to send their quarantine experts to China's ports with their ship, AQSIQ said that such way of doing was neither in conformity with the international convention nor to laws and regulations of China, AQSIQ did not agree with it.

AQSIQ emphasized that based on the inspection and quarantine situation at China's ports at present, inspection and quarantine measures adopted toward the Philippine fruits would  continue. Meanwhile, the Chinese side urged the Philippine side to adopt practical and effective improving measures in strengthening the pests prevention and control over orchards and packaging plants, to do a good job in pre-export inspection and quarantine work, so as to effectively prevent fruits bearing pests exporting to China.       

5月22－25日，菲律宾植物检疫代表团来华访问。国家质检总局官员和专家与菲方代表团举行了会谈，重点讨论了近期进口菲律宾水果出现的检验检疫问题。

质检总局介绍了进口菲律宾水果检验检疫程序，展示了今年以来中国各口岸现场查验和检出的菲律宾水果所携带的有害生物图片，通报了中国相关口岸检验检疫机构依法对带有检疫性有害生物的水果作出退运或销毁处理情况。质检总局表示，对菲水果查验符合世界贸易组织（WTO）有关规则和联合国粮农组织（FAO）的国际植物检疫标准，目的是为了防止检疫性有害生物传入，保护中国农林业生产安全和人体健康，保护中国的生态安全。

菲方表示，理解中方所采取的措施，并邀请中方代表团赴菲考察和预检，质检总局表示目前不派代表团赴菲。对于菲方提出派植物检疫人员随船来中国口岸进行联合检疫，质检总局表示，这种做法既不符合国际惯例，也不符合中国有关法律法规，质检总局不予同意。

质检总局强调，根据目前中国相关口岸检验检疫情况，将继续维持对菲输华水果业已采取的检验检疫措施。同时，中方敦促菲方切实采取有效改进措施，加强果园、包装厂有害生物防控，认真做好出口前检验检疫，切实防止携带有害生物的水果输往中国。
