Outline of Special Equipment Safety Development Strategy released

( News from AQISQ dated on February 24,2010)The Outline of Special Equipment Safety Development Strategy, which is of strategic significance for guiding the development of special equipment safety in the next ten years(2010-2020), was released by the AQSIQ on January 26.

The Outline states the phased goals for the next ten years. In 2010, efforts will be made to initially form the work system on safe operation and effective supervision and administration of special equipment, with the quality and safety situation of special devices nationwide substantially improved, and major and serious accidents effectively contained. The energy efficiency of coal-fired industrial boilers on average will be increased by 3% over 2007, and the high energy-consuming special devices will save a cumulative 25,000,000 tons of standard coal. In 2015, there will be comparatively sound systems on special equipment laws and standards, dynamic supervision, safety responsibilities, risk management, performance evaluation and science and technology support. Efforts will be exerted to ensure that the number of accidents and deaths per 10,000 special devices is below 0.4 and 0.38 respectively. The energy efficiency of coal-fired industrial boilers on average will be increased by 8% over 2007, and the high energy-consuming special devices will save a cumulative 70,000,000 tons of standard coal. In 2020, well-developed legal system, supporting systems and mechanisms on scientific supervision of special equipment safety and energy-saving supervision with Chinese characteristics will be in place. The safety responsibility system, especially the enterprises’ primary responsibility system, will be effectively implemented. Quality, safety assurance abilities, energy-saving science and technology, and management will be brought to a higher level. Safety and economy will be well integrated to reach the level of developed countries.

Of note, the special equipment safety supervision work systems will be continuously improved, changing from 5 at present into 6 in the ten years. The emergency rescue system will be developed into the risk management system, which helps implement surveillance and alert on systemic, extensive and severe incidents and risks, and monitoring on major risk sources. The system makes it possible to change from the post-treatment style to the pre-warning mode in handling special equipment incidents. The S&T supporting system clarified by the Outline will help improve the capabilities of special equipment inspection and testing institutions in an all-round way. It will promote the transformation and application of scientific outcomes by building the industry-wide macro scientific working platform and management mechanism and integrating the relevant S&T resources.

 Up to the end of 2009, the number of special equipment registered for use nationwide reached 5,886,000 and all of them are widely applied to various industrial fields and daily life. To implement the Outline, the AQSIQ’s Bureau of Safety Supervision of Special Equipment will focus on work in ten aspects, namely, further improving laws and standards, promoting dynamic supervision and administration, implementing safety responsibility system, proactively improving risk management, scientifically carrying out performance evaluation, boosting S&T research, deepening reform of administrative licensing, promoting inspection system, serving development of economy and society, and enhancing education on safety and energy saving.
