(News from AQSIQ homepage) According to related provisions of the Law of the People's Republic of China on Import and Export Commodity Inspection and  the regulations on its implementation, the Food Safety Law of the people's Republic of China and the regulations on its implementation as well as the Regulations on the Administration of the Safety of Dangerous Chemicals etc., the General Administration of Quality Supervision, Inspection and Quarantine(AQSIQ) and the General Administration of Customs has decided to make joint adjustments on the "2012 Catalogue of import and export commodities subject to inspection and quarantine enforced by entry/exit inspection and quarantine authorities"(hereinafter referred to as the statutory inspection catalogue). It is hereby announced as follows (abbreviated ).

The Announcement shall put into force as of January 1, 2012.

根据《中华人民共和国进出口商品检验法》及其实施条例、《中华人民共和国食品安全法》及其实施条例、《危险化学品安全管理条例》等有关规定，国家质量监督检验检疫总局、海关总署决定联合对《出入境检验检疫机构实施检验检疫的进出境商品目录（2012年）》（以下简称《法检目录》）进行相关调整。现公告如下：

一、将涉及食品添加剂的13个海关商品编号的监管条件由空白调整为A/B。

将涉及禁止用于食品添加的三聚氰胺、硅酸钠（水玻璃）等9个海关商品编号的监管条件由空白调整为A。企业在进口上述海关商品编号项下商品时，外包装上须加印“严禁用于食品加工”警示标识。

二、将涉及危险化学品的160个海关商品编号的监管条件进行调整。其中，134个海关商品编号的监管条件由空白调整为A/B；1个海关商品编号的监管条件由A调整为A/B；4个海关商品编号的监管条件由B调整为A/B；19个海关商品编号的监管条件由空白调整为A；2个海关商品编号的监管条件由空白调整为B。

三、将涉及稀土初级产品的70个海关商品编号的监管条件由空白调整为B。

四、结合2012年海关商品编号调整情况，国家质检总局、海关总署对《法检目录》进行了对应调整。

五、列入检验检疫《法检目录》的进出境商品，必须经出入境检验检疫机构实施检验检疫，进出口经营者持出入境检验检疫机构签发的《入境货物通关单》或《出境货物通关单》向海关办理进出口手续。

六、本公告自2012年1月1日起施行。
