Announcement of AQSIQ on Preventing the Highly Pathogenic Avian Influenza Epidemic Disease of Indonesia and Cambodia from Spreading into our Country

It is reported by WHO on 7 May that up to date,  165 cases of human infection of confirmed HPAI have been occured in Indonesia, the death cases are 136 (the mortality rate is 82.4%), one case has been cured within the two new confirmed cases recently and one has been fatal. 10 cases of confirmed HPAI have been occurred successively in Cambodia since 2005. In order to prevent the HPAI from spreading into our country and protect the safety and health of citizens who are heading for Indonesia and Cambodia, it is hereby promulgated as follows according to the Frontier Health Quarantine Law of the People Republic of China and its specific rules for implementation:

 

1.In case that people from Indonesia and Cambodia have the symptoms of fever, cough, headache, general malaise, they shall report to the Inspection and Quarantine Authority initiatively when entering into the territory and consult the doctor immediately as well as report the latest traveling experience provided that the said symptoms appeared when entering the territory so as to get timely diagnosis.

 

2.The sanitary quarantine work of body temperature inspection, medical tour supervision shall be strictly applied by officers of the frontier port to the entry of citizens from the prevailing area, adopting careful inspection to the persons who are declared or inspected the said symptoms on the spot and taking prompt medical treatment to the contractors and the suspect ones.

 

3. People who prepare to leave for the prevailing area may consult the entry-exit inspection and quarantine authorities and the international travel health centers about relevant information, or the Health Quarantine and Travel Health column on the AQSIQ website. (http://www.aqsiq.gov.cn), it shall consult doctor without delay and notify the inspection and quarantine agency when entering the territory on condition that the HPAI related symptoms are discovered.

 

4.The inspection and quarantine authorities shall strengthen the work of propaganda and knowledge of prevention control, raising the awareness of the disease prevention, people who are heading for the mentioned areas should avoid contacting the infected poultry and dejecta or the soil polluted by their dejecta , avoid eating raw or uncooked poultry meat, appropriate prevention control such as poultry breeding, sale, slaughtering should be adopted at the disease outbreak area meanwhile wearing masks and gloves at the processing area, washing hands frequently and implementing disinfected treatment to the area and articles which are possibly polluted by HPAI virus.

 

This announcement shall be effective for 3 months from its release.

据世界卫生组织（WHO）5月7日报道，印度尼西亚迄今共发现165例甲型H5N1人感染高致病性禽流感（简称人禽流感）确诊病例，其中死亡136例（病死率82.4%）；近日新确诊的2例病例中治愈1例，死亡1例。柬埔寨自2005年以来，陆续发现10例人禽流感确诊病例，其中死亡8例（病死率80%）；近日确诊的1例人禽流感病例已于4月16日死亡。为防止人禽流感传入我国，保护我国前往印度尼西亚和柬埔寨人员的健康安全，根据《中华人民共和国国境卫生检疫法》及其实施细则的有关规定，现公告如下：

一、来自印度尼西亚或柬埔寨的人员，如有发热、咳嗽、头痛、全身不适等症状的，出入境时应当主动向出入境检验检疫机构申报。入境后出现上述症状的，应当立即就医，并向医生说明近期的旅行史，以便及时得到诊断和治疗。

二、口岸检疫人员应当加强对来自上述地区的入境人员体温监测、医学巡查等卫生检疫工作，对申报或现场查验发现有上述症状的人员要仔细排查，对发现的人禽流感染疫人或染疫嫌疑人，应当及时采取医学措施。

三、前往上述人禽流感流行地区的人员，可以向出入境检验检疫机构及其国际旅行卫生保健中心咨询或登陆国家质检总局网站（www.aqsiq.gov.cn）卫生检疫与旅行健康专栏，了解流行地区的疫情，掌握人禽流感的预防方法。旅行中或旅行后发现人禽流感相关症状者，应当立即就医，并在出入境时主动向检验检疫机构申报。

四、检验检疫机构应在口岸加强人禽流感防治知识宣传教育工作，增强出入境人员防病意识。前往上述地区的人员要避免接触人禽流感患者、染病禽类及其粪便或沾染了粪便的灰土、泥土；避免食用生的或未煮熟的禽肉；在疫情暴发点、禽类养殖、销售、屠宰、加工场所要采取戴口罩和手套等防护措施；勤洗手；要对禽流感病毒可能污染的区域、物品进行消毒处理。

本公告自下发之日起3个月有效。
